Michelle Mello, MPhil, PhD, JD, and Lawerence Gostin, JD, are co-authors of “Public Health Law Modernization 2.0: Rebalancing Public Health Powers And Individual Liberty In The Age Of COVID-19,” which was recently published in Health Affairs. Their analysis argues for reforms to laws governing emergency powers in the United States, including “meaningful legislative checks on executive power, stronger substantive standards for executive orders, mechanisms for public and legislative input, and clearer authority to issue orders affecting groups of people.” Dr. Mello presented at the Consortium’s Dec. 15, 2022 webinar, The Future of Emergency Powers in Public Health. Gostin presented at the Consortium’s webinar Should Colleges and Universities Mandate Vaccination for COVID-19? Debating Public Health & Community Trust on July 23, 2021.
